Two years after the state Legislature passed rules to stop abuses in the Empire Zone program, the tax department has not used them to deny tax breaks to any businesses.
Tax officials said Friday they're still working out how to enforce the reforms.
Auditors have examined three or four 2005 tax returns filed by Empire Zone businesses but have not determined if those companies complied with reforms intended to stop companies that haven't created jobs from getting Empire Zone tax credits, said Tom Bergin, a spokesman for the state Department of Taxation and Finance.
The audit cycle is "just beginning" ...
