It all seemed to be so simple a few decades ago. The evolving welfare states in the advanced countries were just the inevitable outcome of the logic of the process of socio-economic development. This latter long-term process of modernisation led to, among other things, an erosion of family and community ties, a rise in the number and in the proportion of elderly people and a loss of means of subsistence other than labour, as more and more people were integrated in the industrial economy.
