Article: Small boat threat?

Our March "Behind the Buoy" editorial discussed an idea floated by the Commandant of the Coast Guard, Admiral Thad Allen, to require the licensing of recreational boats for national security reasons. We received more mail in response to this than anything else in recent memory with more than 90% voicing their opposition. Herewith is a representative sample of the letters received.

On the Commandant of the Coast Guard floating the idea of recreational skippers being licensed, I am of the opinion that it is long overdue. It is ludicrous to assume that we continue for another century with little or no controls in place.
