On the announcement in April that HHS Secretary Mike Leavitt had given subpoena power to the Office of Civil Rights at HHS to investigate possible healthcare privacy violations:
"The secretary of HHS just gave the Office of Civil Rights the power to subpoena testimony and witnesses when the HIPAA privacy rule or the Patient Safety and Quality Improvement Act of 2005 are violated.
