General aviation should pay fair share The White House proposal to shift more of the cost of the nation's air traffic control system to general aviation operators makes sense, the Kansas City Star writes. The paper notes that commercial airliners pay more in taxes to support the ATC system than they impose in costs. Meanwhile, general aviation operators pay less. "Shifting more costs to general aviation would be eminently reasonable, but private-plane owners are a powerful lobby," the paper writes.
