The owners of the trans-Alaska oil pipeline have overcharged shippers for oil bound for refineries outside the state and should refund excess revenue collected in the past two years, a federal administrative law judge said Thursday.
The nonbinding ruling found shipping rates set by the five owners of the 800 mile pipeline have resulted in excessive revenues compared to traditional cost-based tariffs set by federal regulators.
The 116 page ruling was handed down Thursday by Federal Energy Regulatory Commission (FERC) judge Carmen Cintron. The decision is only a recommendation to the five-member FERC commission, which must still rule on the issue. Celeste ...
