SANTA ANA, Calif. -- As protesters carried picket signs outside a packed hearing room Tuesday night, the Orange County Board of Supervisors hired a new assistant treasurer and conducted other business during the bankrupt county's first-ever night meeting.

To bolster public attendance, board chairman Gaddy H. Vasquez changed the meeting's start to 7 p.m. from 9:30 a.m., and more than 300 of the county's irate residents showed up, filling the meeting room to capacity.
