THESE days it seems as though there are two governments running Kenya: the good guys in the financial administration who have won back international confidence, and the bad guys, who seem determined to cleanse their own homelands of tribes they do not like.
On paper, Kenya looks healthier than it has for years. The shilling has appreciated against the dollar; in recent months Kenya has even had falling prices. Western donors, who stopped giving aid in 1991, decided last December to switch the tap back on, promising to provide $800m in balance-of-payments support this year.
