May 29--President Bush has taken one of the more curious steps yet in a war that keeps getting, as Alice said in Wonderland, curiouser and curiouser. He has appointed Lt. Gen. Douglas E. Lute, currently chief operations officer for the Joint Chiefs of Staff, as his "war czar" to oversee the conduct of the wars in Iraq and Afghanistan.

While the idea of having someone with military experience running the war has a ring of efficiency and accountability to it, the nature of the position is, to say the least, unclear.

Gen. Lute's actual title won't be "czar," of course. He will be a deputy national security adviser working in national security adviser ...
