"War czar" is too exalted a title for Lt. Gen. Douglas Lute, the Bush administration's new "assistant to the president and deputy national security adviser for Iraq and Afghanistan." Lute will not assume overall command of military operations. What he will do--or, at least, try to do--is "manage the interagency policy-development process." That's a nice way of saying "bang heads together so that the various arms of the executive cooperate on Iraq."
