Some day soon, Smiling Earth Energy LLC wants to be widely known as the "Microsoft of Biodiesel."
Whether it can succeed could depend on the progress the Bakersfield, Calif.-based company makes in its plans to construct a $532 million biodiesel refinery in Chesapeake's South Norfolk neighborhood.
The facility would be one of the world's largest, producing 320 million gallons of biodiesel per year from shrub like jatropha plants from Mexico. That's more than the 250 million gallons of biodiesel sold in the United States last year, according to a diesel industry group, ...
