Some day soon, Smiling Earth Energy LLC wants to be widely known as the "Microsoft of Biodiesel."

Whether it can succeed could depend on the progress the Bakersfield, Calif.-based company makes in its plans to construct a $532 million biodiesel refinery in Chesapeake's South Norfolk neighborhood.
