Latvian crude oil and refined products terminal Ventspils Nafta (VN) has opened the door to a Russian partner taking a stake in the port in exchange for restarting deliveries from an oil pipeline that has been dry since Russian monopoly Transneft cut off flows in 2003.

In an interview with local press, the chair of the VN board said that it has approached Russian oil firms about restarting flows along the pipeline, and that the company is willing to give a shareholding in VN, although not control over the terminal.
