Jun. 4--The bill, which would become law with the signature of Gov. M. Jodi Rell, does not prohibit the taking of owner-occupied buildings for economic development.
That amendment failed in both houses.
THE BILL DOES REQUIRE:
--Two-thirds of an aldermanic board, city council or board of selectmen approving the acquisition
--A report explaining how the public benefits outweigh those of private development or ownership
--Payment of 125 percent of the average of two independent appraisals to compensate the property's owner
