The formidable assignment given early last year to the Texas Department of Criminal Justice (TDCJ) was to provide 10,688 additional beds for the Texas prison system as quickly as possible. The program was accomplished by assembling a top-notch team of firms that typically are arch competitors and appointing JB Cole to orchestrate it.
Cole was previously a 33-year U.S. Air Force civilian employee involved in its construction activities. As deputy director of engineering and services for construction, he was instrumental in developing the design/build process used by the Air Force.
