The House of Representatives passed and sent to the Senate a balanced budget amendment to the Constitution last week after rejecting the Contract of America version and banned consideration of a version supported bY state and local leaders which would have banned unfunded federal mandates.
The House voted 300-132 to adopt H. J. Res 28, sponsored by Reps. Dan Schaefer (R-Colo.) and Charles Stenholm (D-Tex.), to require a balanced budget by the year 2002. Passage requires a two-thirds majority in each House of the Congress and ratification by three-fourths of the states.
