Another study released this spring concluded that foreign-born men, including illegal immigrants, are less prone to be criminals than those of the same heritage born in the United States. One national study found that illegal immigrants represented about 3.1 percent of the population, but about 4.5 percent of the prison population. The trend was the reverse in Virginia. Elizabeth Williams didn't worry about illegal immigrants until a subcontractor sent Spanish-speaking laborers to fix roofs at two of her homes in Virginia Beach.
