UK government ministers say they are in favour of human-animal hybrid embryos, but a draft bill on human fertilisation and embryology does not fully support this intention. The draft bill allows research mixing human and animal material, but effectively bans true hybrids embryos. 'Actually what is required to bring about the legalisation of this research is a change in the draft bill or new regulations [permitting licensing] after the bill is passed,' explained Evan Harris, Liberal Democrat MP.
