Jun. 18--After a city committee suggested minor changes to a plan to create a downtown city center, some residents told officials Wednesday that the public has been largely left out of the design process.

"This process is outrageous," said former Mayor Hermann Welm. "The public has been given the opportunity to observe but not input."

The Architectural Review Board praised most of the project's elements, which include a new city hall, office park and mixed-use residential and retail center on nine acres near the intersection of Bollinger Canyon Road and Camino Ramon.
