Jun. 20--In a struggle for water against heavyweights, Victoria struck a blow that could potentially shore up its supply for years to come. Call it David versus Goliath.
In this case, Victoria squared off against San Antonio, the thirsty behemoth, to work to pass legislation affecting, in part, the Edwards Aquifer. That aquifer, located upstream of Victoria, affects the Guadalupe River's flow, water used to feed you.
Instead of battling, Victoria officials traveled north to discuss options for both cities and solutions both could live with.
