The US State Department's plan to promote biofuels production in Central America and the Caribbean could help reduce those countries' dependence on foreign oil and promote economic development while cutting greenhouse gas emissions, according to David Rothkopf, author of a 2007 Inter-American Development Bank (IADB) report on green energy in the Americas.
