New Hope Mayor Martin Opem is calling for a moratorium on group homes until the city can control where this type of housing is located.
Group homes, which are residential facilities for six or fewer people, often serve people with physical or developmental disabilities or people in drug or alcohol treatment. Residents are often wary of how a concentration of group homes in a particular neighborhood might affect property values and the neighborhood's environment, Opem said.
