As bu ilders near completion on a development and want to focus their attention on their next project, they often finish building homes on the remaining lots and place them on the market as "immediate-delivery" or "quick move-in" homes.
Buyers who are relocating to the Washington area or who have sold their current home and need to move quickly will be attracted by these homes, since purchasing a new home can sometimes require buyers to wait several months before the residence is ready for occupancy.
