I. INTRODUCTION

Freeport, Texas is a small city situated near the confluence of the Brazos River and the Gulf of Mexico. (1) Home to a large and thriving port, (2) the city itself has been in a period of decline for several decades. (3) In an attempt to reverse this trend, the City Council hired the Maritime Trust Company, a consulting firm, to evaluate the economic status and prospects of the city, and, if necessary, to make recommendations for revitalization.
