Jul. 3--A national report that examines every state's policies that impact teacher quality gives Kentucky a D.
The state-by-state look also includes what its authors at the National Council on Teacher Quality call a blueprint for reform. The council is a nonprofit group that "advocates for reforms in a broad range of teacher policies at the federal, state and local levels in order to increase the number of effective teachers," according to its Web site.
