We've all experienced it at one time or another. Stuck in traffic, a diesel truck is belching ugly black smoke ahead of us. Maybe the smoke made your eyes water, or it gave you a headache. At that point you may have wondered to yourself, "What can be done about this?" Or, "Isn't this illegal?"
Since June 30, 1963, New York State has been tough on pollution created by vehicle emissions.
