From the outside, the basement floor of a converted dormitory at the University of Wisconsin-Superior doesn't look like the kind of place that could inspire dreams.
But on a recent Tuesday, that basement was alive with the kind of energy that makes a war on poverty seem winnable.
More than 30 low-income preschoolers gathered around scaled-down dining room tables plunging into a breakfast of waffles, raisins, bananas and milk.
The children carefully poured milk into glasses, making sure to use only the handle and to say please when asking for more.
