WORCESTER - Emmanuel Tsitsilianos is well-known in the restoration business, having worked on projects such as the Statue of Liberty and the statehouse domes in West Virginia and Georgia.
So in 1995 when the city stripped him of his contract to restore an Elm Park monument right here in his hometown, he admits to having been taken aback.
Mr. Tsitsilianos met with city officials and tried to work things out. But with a statute of limitations approaching he was left with the choice of doing nothing or filing suit. He chose the latter option and lost.
