Even in its final decade, the International News Service looked hard for angles. Forty-five years ago this month, it found a good one. An INS reporter suggested that the Federal Bureau of Investigation provide a continuing story on the "toughest guys" the FBI wanted to capture, and the bureau happily obliged. The result was a series of articles that began in March 1950 and bore fruit right away. Two of the first 10 subjects were nabbed within the month.
