Jul. 9--When governments start dabbling in economic development, they often make major mistakes because of their failure to understand how markets are supposed to work in the private sector.

Sometimes, they waste a great deal of money merely to move commerce around with no noticeable overall impact But when government sticks to the functions most people would consider its proper role, there is often the side benefit that economic development is enhanced. That's the lesson that can be learned from the state's experience with the former Muscatatuck State Development Center.
