Taliban insurgents shift their tactics to rely more on terrorist attacks in part out of frustration with their flagging insurgency campaign, according to President Hamid Karzai and the commander of American military forces in Afghanistan. Karzai also said that recent suicide bombings and other attacks against the police had been part of the Taliban's reaction to the development of an Afghan Army.
