A movement is afoot to eliminate plastic bags at grocery stores. A state law calls for recycling them, and local governments--including Los Angeles County's Board of Supervisors--have begun considering bans. So the Business Journal asks:

I'd have to say paper is better than plastic because it seems plastic is much harder to dispose. When you see debris on the side of the road it usually seems to be plastic, so it seems people keep their paper under control and are trying to reuse ...
