The Eugene City Council's decision to shift gears in its selection of a site for a new City Hall appears likely to save a substantial amount of money, and an even greater amount of political trouble. Not everything can be known about the costs and advantages of various potential sites, but the council can be certain that its expensive and exhaustive efforts to plan a new City Hall will be wasted unless the final proposal can win public support.
