The chairman of NOC's upstream negotiating committee, Mesallati is the state company's chief negotiator with foreign firms in E&P ventures and the licencing rounds. He is a key man in the E&P decision making process. He co-ordinates with NOC Chairman Dr. Ghanem (see OMT) and is one of the key members of NOC's governing council.
Mesallati says Libya's oil production capacity will exceed 3m b/d by 2012 and that the country's petroleum sector will need over $30 bn in foreign investments.
