TAIPEI -- It does not take long after arriving here to understand why mainland China is so frustrated by Taiwan. Not only does the very idea of an estranged province--whether it is in practice, like Taiwan, or in potential, like Tibet--challenge the whole idea of China uniting disparate provinces, but the very success of Taiwan is an existential rebuke to the policies of China since Mao proclaimed the People's Republic in 1949.
