The economic importance of cutting and inflation-indexing the federal capital-gains tax should not be underestimated. Capital-gains taxes are direct levies on investment, risk-taking and job creation. And in this global market for capital, the United States treats capital gains rather shabbily - with many other nations rolling out the red carpet by not taxing capital gains at all. Indeed, if we want to unleash the American entrepreneurial spirit and make the United States a magnet for capital, the capital-gains tax should be eliminated.
