IF YOU want to see how much a deal is really worth, break it and watch what happens. To judge by the string of promises it has broken in the past, that could be North Korea's national motto. It could also be the test North Korea is about to apply to the "Agreed Framework", the nuclear deal it negotiated with the United States in October to defuse confrontation over its illicit plutonium production and suspected bomb-building.
