Excelsior is deciding whether to build a fourth municipal dock at its Port of Excelsior. Originally the idea was an either/or proposition. The city could either build the dock and accept the increased congestion it might bring. Or it could sacrifice the additional dock for less noise and traffic.
But at a meeting last week, a new option emerged. It includes building a fourth dock, decreasing noise and bringing in more money for the city.
