A Chinese auto manufacturer that committed to building a plant in Tijuana last month plans to begin assembling two of three car models by year end, said the owner of a local shelter firm working with the business.

"We're shooting to have the first phase of the project started by the end of this year. That is probably going to be the light assembly of cars that would be coming from China," said John Riley, chief executive officer of BCM Manufacturing, a shelter firm based in San Diego and Tijuana.

Shelters provide staffing, legal, administrative support and logistics services to companies operating manufacturing plants in Mexico.
