Jul. 31--Trying to reach an audience for its anti-Castro programs, the Miami-based Office of Cuba Broadcasting has turned to a variety of creative means. One of the most recent is a Gulfstream propeller plane that began transmitting federally funded TV Marti to Cuba in October. However, it is unclear whether the $10 million investment has boosted viewership on the island.
