OPINION: On National-Security Issues, Try the Wallet Test.

Aug. 3--Capital One might have inadvertently found the answer to the nation's national-security dilemma. The company's signature ad features a band of barbarians stymied by the sight of a Capital One credit card. The now-famous tagline asks, "What's in your wallet?"

The Visigoths aren't the only ones who want to know. So does the FBI, which is seeking congressional funding for a national security data-mining center. It would connect the dots between the various databases that already exist so that alarm bells would sound when, say, someone who is on a terrorist watch list undergoes an instant-background check while buying a gun soon after ...
