Aug. 3--Local emergency managers try to be prepared for anything -- from terrorism to tornadoes.

But a major bridge collapsing?

"How do you plan for something as catastrophic as that?" asked Curt M. Nellis, deputy coordinator of emergency management in Chesterfield County. "That came right out of left field."

In the Richmond area, with 10 major bridge crossings of the James River, the collapse of the Interstate 35W bridge over the Mississippi River in Minneapolis hit close to home yesterday.
