Aug. 3--In the back and forth leading up to a $3 billion transportation funding bill this year, the one constant was support for abusive-driver fees.

Gov. Timothy M. Kaine proposed them six days after he took office in January 2006 as a part of a billion-dollar-a-year transportation plan.

The House of Delegates already had endorsed them in a 2005 bill and in 2006 in a comprehensive transportation bill. And the Senate overwhelmingly backed two bills in 2006.

"It was one of those things that everybody seemed to agree on," said Sen. Charles R. Hawkins, R-Pittsylvania, sponsor of one of the 2006 bills.
