Aug. 3--A fresh pile of discarded clothes and rubbish blocked one lane of Daytona Drive in South Richmond. A severed pickup truck bed, filled with rusty auto parts and debris, sat halfway between the road and a gate that had been hacksawed open.
"I came out here yesterday and this wasn't here," said 9th District City Councilman Douglas G. Conner Jr. as he stepped around the clothes heap strewn across the pavement.
"It looks like someone had a yard sale and didn't sell anything, so they brought it down here."
