After three weeks of negotiations unions are still refusing to go ahead with the Western Cape Education Department's multi-million rand recovery plan.
Representatives of the South African Democratic Teachers' Union, who met with top management of the department yesterday to discuss the stipend offered to teachers who would be required to work extra hours, said they would not accept the plan.
Sadtu provincial secretary Jonovan Rustin said: "We reached no agreement on the recovery plan stipend."
