WHEN the mural division between the two halves of Berlin vanished in 1989, outsiders made two unhappy discoveries. The first was the full shabbiness of the city's eastern half. The second and more surprising revelation was the small-town provincialism of West Berlin. Investors who rushed to Berlin found, not a bustling metropolis at the heart of a new Europe, but a sleepy string of villages on the gentle River Spree. Streets were safe. There was little traffic.
