Aug. 14--MASSENA -- The offshore company that owns the Slavin's buildings here and owes St. Lawrence County more than $100,000 in back taxes is preparing a plan to refurbish the vacant complex.
The property is owned by a limited liability company in West Bay, Grand Cayman Islands. Company spokesman Michael D. Slavin said he and a team of engineers are working on a revitalization plan to present to village officials within the next eight months.
"If I'm going to be putting money into those buildings, it should go to make sure they're viable for any tenants," Mr. Slavin said.
