GREEN BAY -- A brother of the 21-year-old Green Bay woman pulled from the Fox River last month is questioning a report that her blood-alcohol level was 1 1/2 times the legal limit of intoxication for drivers in Wisconsin.
The 0.12 percent blood-alcohol level reported by the Brown County medical examiner's office "is to the point where you don't know what you're doing," Tou Lee said.
