FRANKFORT -- A disagreement over how juvenile offenders should be placed for treatment and rehabilitation has wound up in court, with the state's public defender agency saying a judge should halt the current classification system.
Public advocate Gail Robinson said there are "numerous examples" of problems with the current system of assigning juveniles to facilities, but Juvenile Justice Secretary Bridget Skaggs Brown said juveniles are being placed properly according to regulations.
