SACRAMENTO -- When Secretary of State Debra Bowen decertified touch-screen voting systems earlier this month, county election officials and voting machine manufacturers denounced the decision with such a singular voice that it has alarmed some voter rights groups.
Specifically, they are again questioning whether elections officials' primary concern is really the voters or the vendors with whom election officials have developed a cozy relationship and have come to depend on to make their jobs easier.
