Wintry conditions played like a broken record in the West, while milder-than-normal conditions prevailed in the East. During the first three weeks of the month, weekly temperatures averaged six degrees below normal west of the Rockies, while east of the Mississippi River some areas averaged more than six degrees above-normal.
